What is a Provincial Attestation Letter (PAL) in Canada?
In 2024, Immigration, Refugees and Citizenship Canada (IRCC) introduced the Provincial Attestation Letter (PAL) requirement to regulate international student quotas across Canadian provinces.
1. Who Needs a PAL?
Most post-secondary undergraduate study permit applicants (college diplomas, bachelor's degrees) require a PAL issued by the province where their Designated Learning Institution (DLI) is located (e.g., Ontario, British Columbia, Alberta).
2. Who is Exempt from PAL?
- Master’s degree and Doctoral (PhD) applicants.
- Primary and secondary school (K-12) students.
- Existing study permit holders applying for extensions.
3. How to Request a PAL
